William Small is a father, builder, entrepreneur, and community advocate running for Congress to bring real leadership back to Pennsylvania’s 3rd District.
Raised with a strong work ethic and a commitment to responsibility, William built his career from the ground up in construction and project management—helping develop residential and commercial projects across the region. Through years of hands-on experience, he understands what it takes to create jobs, manage large-scale operations, and deliver real results.
He later expanded into technology and engineering, working as a software developer and entrepreneur. His background gives him a unique perspective on both traditional industries and the future of innovation—bridging the gap between hard work and modern solutions.
But for William, success has never just been about business.
William has worked to support second chances and reentry opportunities, informed by his own experience with the justice system. He has been arrested in the past, and that experience reinforced his belief in accountability, personal responsibility, and the importance of helping people successfully return to their communities while maintaining public safety.
For over a decade, he has been deeply involved in the community—coaching youth sports, mentoring young people, and volunteering his time to support families and those in need. He believes real leadership starts at the local level, with people who are willing to step up and take action.
Now, he’s running for Congress to bring that same mindset to Washington.

Why I’m Running
I’m running for Congress because the system is not working for the people it’s supposed to serve.
In Pennsylvania’s 3rd District, too many families are working hard every day and still struggling to get ahead. Our schools are underperforming, opportunities are limited, and too many communities feel ignored by leadership that’s out of touch with reality on the ground.
I’ve seen it firsthand.
I’ve worked in our communities, built projects from the ground up, mentored young people, and spent years around families who just want a fair shot and a better future for their children. What I’ve seen is not a lack of potential—it’s a lack of leadership, accountability, and real solutions.
Career politicians have had their chance. The results speak for themselves.
I’m not running to be part of the system—I’m running to challenge it, fix what’s broken, and bring a results-driven mindset to Washington.
